Not quite what he said. He said under his cap and trade program ELECTRICITY prices would skyrocket.

Also, the chart is a bit bogus too, if it's meant to imply that Obama has the ability to control or set gas prices. United States has become a net exporter of oil and prices have risen. No president of either party has much of any control of pricing of a worldwide commodity.
Well yes, this is meant as wry humor and not to be taken precisely literally.
He did said electricity, but hey, the way politicians tend to disappoint constituents, that's close enough in my book to consider it a campaign promise kept and a job well done.
He also said his plan was to bankrupt the coal industry.
I actually used the video of him saying that energy prices would necessarily skyrocket in a film I produced that you may find interesting:
